The 1989 Topps draftee was Bill Bene, not Billy Beane. Beane played for the Mets, Tigers, Twins and A's, though and had a few cards in 1987. Not to be confused with Billy Bean who also played around the same time for the Dodgers & Padres.

Well...they're signed, and buybacks usually have some sort of stamp on them to differentiate them from your run of the mill signed version of the same card. So, typically, they do go for a bit more than a regular signed version of the card.

I just ran those numbers by the Yankees 2005 roster and those are Robinson Cano's 2005 statistics. Definitely an error, but probably not corrected.
