Ok, well if you are using Brushes to create a BG...
select the Background Layer and then create a new layer.
On that layer, fill it black and then select whichever kind of Brush you want to use.
Start a new layer.
Select White as your color and make a few Brush Strokes....maybe switch brushes also.
Alternate between Black and white (and whatever other colors you want to use). You can also rotate the canvas to create a different effect.
On some brushes, you can add an outer glow or something to make it look cool.
Maybe mess around with that a little and see how it works for you. You can try with different brushes and different colors to get whatever you want.
